Mercer Town Board of Supervisors – September 16th 2010 – Minutes

Chairman Kichak called the meeting of the Town of Mercer Board of Supervisors to order Thursday September 16th 2010 at 6:30 pm in the Haines Civic Building (Town Hall).

Roll Call: Jim Kichak, Jim Lambert, Jeff Stenberg, Bonnie Banaszak, Charles Schroepfer, Christan Brandt, and Opal Roberts. Absent: Atty Schellgell

Motion made by Schroepfer, seconded by Banaszak, to approve the minutes from the September 2nd 2010 Town Board meeting. Carried.

Open comment: Library Board President Marge Pemble and Library Director Teresa Schmidt presented the preliminary library expansion plans to the board. The projected costs are estimated at $350,000 and approximately $130,000 has been raised through fundraising events and donations. The architect should have the construction plans done by mid October.

New Business: a) Discuss Lakeshore Drive traffic problem.
Bill Brundage, a Lakeshore Drive resident, informed the board that the stop signs at the end of Lakeshore Drive and the park are not working. He suggested speed limit signs but said that the speed limit is not obeyed on County Road J so that might not be the answer either. Maybe the town could place removable speed bumps at the intersection to force people to slow down. The board thought the speed bumps were a good idea where they can be utilized. No motion was needed on this item.

b) Adopt Resolution for County Library Levy Exemption.
This is an annual resolution that the county clerk requires for taxation purposes.
Motion made by Lambert, seconded by Stenberg, to approve Resolution 2010-07 Library Levy Exemption. Carried.

Old Business: a) Discuss heating unit quotes for old garage.
The request for quotes was placed in the newspaper but no other quotes were received. Quality Heating was the only quote presented. Schroepfer had contacted WE Energies about installing natural gas at the old garage. They quoted a cost of $1661 but that might be able to be negotiated. Kichalk will call and check on this.
Motion made by Lambert, seconded by Banaszak, to give the contract to Quality Heating but to wait until we can determine whether or not we will be using natural gas. Carried.

Legal: none.

Officer Reports: Clerk’s Report - Roberts presented the receipts list, vouchers and budget reports.
Motion made by Lambert, seconded by Banaszak, to approve the vouchers and issue the checks. Carried.

The Clerk reminded the board of the September 27th meeting with the DOT at the Community Center at 5:30 pm. The DNR had sent a report on the comments received from the public on the Flambeau River State Forest draft master plan. SHOW, a survey of the health of Wisconsin, will be in the Mercer area for several weeks this fall.

Treasurer’s Report – Brandt presented the Treasurer’s report. The General Account has a balance of $412,520.45. Total of all funds is $1,708,861.15.
Motion made by Schroepfer, seconded by Stenberg, to approve the Treasurer’s report. Carried.

Board Reports: Chair/Garage reports: Kichak toured the ten roads to be crack sealed with the Fahrner representative. Most are in the northeast area. Maybe the town should not pave this year due to the wet weather. The roads do not have time to dry out and set in between rains. He had planned to pave Nokomis this year but we are behind in the road work. He talked to several companies about chipping the brush and wood from the tornado. Schroepfer asked about the chip sealing of Murrays. Lambert reported that the county was very unhappy with some of the paving on County Road H. The board decided to cancel the scheduled paving this year due to the roads not being ready. This item will be placed on the next meeting agenda. He will get quotes on the wood stored in the gravel pit. Some of the wood is too old but the hardwood may be salvageable. Purchaser would need to sign a “hold harmless’ agreement.

Supervisors: Schroepfer – the remainder of the lights are at the shop. The new truck will probably be done before Thanksgiving. He asked if the town or the DOT would be in charge of the administration of the funds for the Highway 51 project. Since the DOT took over all the grants monies they will do the administration. Any health insurance questions as to who is eligible and what is covered will need to be referred to our health insurance agent because of the new regulations.

Banaszak – According to the latest cost estimates from the DOT engineers the town of Mercer will have about $1,300,000 in costs to the town for the storm sewer/roads projects. A CDBG grant will cover about $600,000 of this and the town will need to budget for the remainder. The cost estimates are inflated so our costs will probably not be that high but we have to plan for that amount over the next two years. During the meeting with Xcel Energy the representative agreed to the installation of underground lines for the downtown area along Highway 51. The new lines will be on Margaret Street but will need to cross Hwy 51 at Vaughn. The trees along Railroad Street will need to be removed before the project starts.

Lambert – the Mercer VFW is placing new flag poles at the Town Hall and the park. The site for the Town Hall has already been marked.

Stenberg – a property owner in the Mazol (Moose Creek) subdivision said they had received a letter from Mazol stating that the proceeds from the sale of Mazol’s house will be placed in an escrow account for the paving for the roads in the subdivision.

Public Comment: none.

For Consideration and Approval: Liquor License/Operator License:
Motion made by Lambert, seconded by Stenberg, to approve the Operator’s license for Patricia Perna. Carried.

Cemetery Deed: new deed for Theresa Reichard.
Motion made by Banaszak, seconded by Schroepfer, to approve a cemetery deed to Theresa Reichard for sites in Section 4, Block 10, Plot 7, Sites 2 and 3. Carried.

Motion made by Lambert, seconded by Stenberg, to adjourn the meeting at 7:23 pm. Carried.
