Mercer Town Board of Supervisors – September 15th 2008 – Minutes

Chairman Jim Kichak called the meeting of the Mercer Town Board of Supervisors to order on Monday the 15th of
September 2008 at 9:00 am in the Haines Civic Building.

Roll Call: Jim Kichak, Jim Lambert, Jeff Stenberg, Bonnie Banaszak, and Toni Sendra. The five members of the garage crew were also present.

This meeting was called to go into Closed Session to discuss garage personnel issues.

Motion made by Stenberg, seconded by Lambert, to move to Closed Session at 9:01 am. Carried.

Kichak: orders are being given and not being followed. Next infraction will be a 3-day layoff. The John Deere is at a repair shop the town is fighting with for the clean up of visible junk on their property.

Schroepfer: that is the only certified business able to fix it unless the town wants to pay mileage and labor to have it hauled to Ashland.

Lambert: reiterated the town’s problem with this particular business.

Kichak: if he finds that there is personal use of the garage computer he will have it removed.

Schroepfer: noted that the town minutes that stated the chairman would notify the crew on any problems that needed action. Crew was never informed.

Lambert: noted all board members have a copy of the crew call-out list. He calls by seniority.

Schroepfer: will pick up grader immediately after meeting. Explained why the crew was out of position for 1 ˝ hours on Friday September 12th.

Lambert: stressed the need for a road foreman.

Kichak: we need to do an annual employee evaluation.

Sendra: Then documentation and records must be kept.

Kichak: informed crew he is always available by cell phone. Asked for license plate number of anyone driving through flagged areas. Town will purchase better “Road Construction” signs. Need a computer use policy for town personnel.

Motion made by Lambert, seconded by Stenberg, to return to Open Session at 9:49 am. Carried.

Motion made by Banaszak, seconded by Stenberg, to adopt the following policies:
1 Town crew will complete a written daily activity record for each day worked.
2 Town Chairman will notify the town crew in writing regarding his work orders and directions for between 1 to 5 days.
3 All oral reprimands for infractions will also be written out and placed in the appropriate personal folder with a copy being given to the employee.
4 A computer use policy for town employees will be forthcoming.
5 These actions are to be reported at the September 18th Town Board meeting and a copy given to each member of the garage crew.
Carried.

Motion made by Lambert, seconded by Stenberg, to adjourn the meeting at 9:56 am. Carried.
