Mercer Town Board of Supervisors – March 19th 2009 – Minutes
Chairman Jim Kichak called the meeting of the Mercer Town Board of Supervisors to order on Thursday the19th of March 2009 at 6:30 pm in the Haines Civic Building.
Roll Call: Jim Kichak, Jim Lambert, Jeff Stenberg, Bonnie Banaszak, Toni Sendra, Opal Roberts, Christan Manners/Brandt and Atty Schellgell.
Motion made by Banaszak, seconded by Sendra, to approve the minutes from the March 5th 2009 board meeting with the addition of the sentence “Mercer does have a design standard regarding fences for commercial buildings.” To the Clerk’s Communications paragraph Carried.
Open comment: John Sendra and other taxpayers are interested in public opinion about establishing a room tax for Mercer Township. They plan a meeting at the Town Hall meeting room on April 9th 2009 to allow the public to discuss the pros and cons of such a tax.
Darryl Swearingen asked Kichak about the old 1955 Ford Fire Truck stored in the lot at the garage. The tank has been removed and nothing is left but the frame. Kichak will look at the truck and advise the board as to what should be done.
New Business: a) Discuss/Approve Remax projecting arm sign.
The Planning Commission has reviewed the sign application and recommended its approval to the board. It was also discussed as to whether Remax should be required to pay the fee since the plan last year, during the original application, was to have included this sign.
Motion made by Lambert, seconded by Banaszak, to approve the Remax sign application. Amended motion, by same, to stipulate that no fee be charged for the permit. Carried.
Old Business: a) Discuss/Approve amendment to Sign Ordinance.
Atty Schellgell explained his reservations about the language suggested by the board at the last town board meeting to the effect that the Town Board reserves the right to accept or reject any sign permit application based upon the purpose of the sign ordinance. This is extremely subjective and a more objective phrase is needed. He said a paragraph stating that a variance to the ordinance may be submitted to the board would be more appropriate.
Legal: he had read the letter to SEH from the Sanitary District lawyer about the laterals to Malone’s property. He asked if this was something done with a change order during the construction of the sewer and water lines in the Business Park. Stenberg had a question from the Sanitary District about charging for the laterals. The Deputy Clerk will check the Business Park records for a change order or any document pertaining to this matter.
Officer Reports: Clerk’s Report - Roberts presented the receipts list, vouchers and the budget report. She stated that the budget report was in error in several places due to a software program problem.
Motion made by Lambert, seconded by Sendra, to approve the vouchers and issue the checks. Carried.
Communications: the board had asked at the previous meeting what amount the Officials were bonded for and from the last insurance contract the amount was $5,000 each for the Clerk, Treasurer and Deputy Clerk. A $10,000 Blanket bond will be sufficient. Letter from SEH stating they have closed their Wausau office. John Sendra plans to have the room tax discussed at the Annual Town Meeting to be held April 14th and stated the Town Hall may not be able to accommodate the number of people who may attend. The Clerk had checked the Community Center schedule for that date and it will be used by the Lioness Blood Drive until at least 7:30 pm. She will call the Lioness to see at what time the Blood Drive is usually out of the building. There will be a Town Officials Workshop held in Minocqua on May 12th. Sendra said she would like to attend. The Clerk had several phone calls yesterday and today complaining about the dust, gravel and dirt deposited on vehicles from sweeping the streets. Kichak will contact some of the people and explain what the town will do about cleaning the vehicles. Stenberg said there is a lot of debris is on the sidewalks, also. On Wednesday (yesterday) Keefe had sent in the online request for reimbursement to FEMA for the Fire Department gear purchased from Pomasl. Today she received confirmation from FEMA and a statement that the funds will be paid in three to five days.
Treasurer’s Report – Manners/Brandt presented the Treasurer’s report. The General Account has a balance of $254,472.99. Total of all funds is $1,389,664.09.
Motion made by Stemberg, seconded by Lambert, to approve the Treasurer’s report. Carried.
Board Reports: Chair/Garage reports: Prevailing state wages will be in effect for any construction work done in a TIFF district from now on. He had received several complaints about the street sweeping, also. The crew had been checking for areas where there is standing water on the roads due to the snow melt and providing a run off for this problem. Seasonal weight limits went into effect yesterday morning. Potholes are occurring and patching will start as soon as possible. With the cost of paving materials, the town may decide to go with a layer of ¼” aggregate chip seal for some of the town roads instead of black slag. The moving of the utility poles by the power company will take longer due to the weight limits. We will receive no stimulus funds for the two bridge projects because of the rating which has to be 50 points or lower. The Turtle River Bridge is rated at 60. We might still be able to get something on the Manitowish River Access bridge if we make it part of a Hike/Bike project.
Supervisors: Sendra – The library building committee will meet on April 22nd at 7:00 pm to discuss the latest plan submitted by the engineering firm. The Friends of MPL will hold a bake sale on Election Day. She will be reporting the street lights that are out. The Sanitary District would like to know what the final engineering plans are for the DOT Hwy/storm sewer project by August. The SD needs to start looking for grants to help with the costs of relocating some of the water and sewer lines along the project route. She advised them that Ayers will discuss the project at the April 2nd meeting.
Banaszak – She prefaced her comments with the fact that she is not trying to usurp the role of the Chairman when she reports on the progress with Ayres. A good chairman knows how to delegate and run an efficient government. She keeps Kichak informed every day as to what is occurring. An Ayres engineer will be at the next board meeting for some possible funding sources on the storm sewer project. Kichak and Banaszak will be meeting with Chuck Rasmussen of the DOT on March 31st. They are working on one or two applications to the DNR and she has spent a lot of time in conference calls this week with Ayres, Mercer Lake Association and the DNR. A conference call is slated for tomorrow with these individuals and Chairman Kichak. She has convinced Stoffel that there should be no additional charges for the changes to the slamm modeling. She has also requested from him a breakdown of the bills to the town for the engineering charges.
Lambert – he asked if the Taylor sale was completed. Schellgell said “yes”. Lambert has had several calls on the location of the bike path on the DOT map from the informational meeting this summer. Banaszak said some of the features and plans on the maps have changed. Since the maps are outdated, the clerk will remove the DOT maps from the town web site. Stenberg stated that some applications by other towns for bike paths had been turned down because they did not have destinations. The DNR standards seem to have relaxed somewhat lately.
Stenberg – The custodians are painting the interior (log portion) walls at the Community Center. The lighting problem has stayed fixed so far. He has had a few calls about the Business Park. The Northwest Regional Planning has money available for loans for businesses.
