Mercer Town Board of Supervisors – March 18th 2010 – Minutes

Chairman Kichak called the regular meeting of the Town of Mercer Board of Supervisors to order Thursday March 18th at 6:30 pm in the Haines Civic Building (Town Hall).

Roll Call: Jim Kichak, Jim Lambert, Jeff Stenberg, Bonnie Banaszak, Toni Sendra, Opal Roberts, and Christan Brandt. Absent: Atty Schellgell.

Motion made by Sendra, seconded by Banaszak, to approve the minutes from the March 4th 2010 Public Hearing / Town Board meeting and the March 9th 2010 Board of Supervisors meeting. Carried.

Open comment: none

New Business: a) Discuss/Approve Schreiber Anderson Transportation Enhancement and Safe Routes to School contracts.
The Safe Routes to School project contract is for $19,497.57. The Downtown (Transportation) Enhancement contract is for $103,159.27. The town has received grants for these two projects but the WI-DOT is incorporating the grants into the US Highway 51 project.
Motion made by Banaszak, seconded by Sendra, to approve the WI-DOT Schreiber Anderson Transportation Enhancement and Safe Routes to School contracts. Carried.

b) Discuss Tourist Rooming House questions.
On the question of two or more adjacent condo properties owned by the same person the board decided to require only one TRH permit. For a resort that has been condoed and the units are not adjacent, but owned by one person, only one permit will be required. On the Motel/Hotel (Resort) question the board will need proof of licensing.

c) Discuss/Approve Tourist Rooming House permit for 4147N Pine Road owned by Michael Pinzl.
Motion made by Stenberg, seconded by Sendra, to approve the Tourist Rooming House permit for 4147N Pine Road owned by Michael Pinzl. Lambert abstained. Carried.

d) Discuss /Approve Tourist Rooming House permit for 2170W Beaver Road owned by Nicholas Wienold.
Motion made by Banaszak, seconded by Stenberg, to approve the Tourist Rooming House permit for 2170W Beaver Road owned by Nicholas Wienold. Lambert abstained. Carried.

Old Business: a) Discuss/approve amendment to Citation Enforcement Ordinance 2003-02.
The board would like Atty Schellgell’s advice on this matter.
Motion made by Stenberg, seconded by Banaszak, to postpone this item until Atty Schellgell can be present. Carried.

Legal: none

Officer Reports: Clerk’s Report - Roberts presented the receipts list, vouchers, and budget report.
Motion made by Lambert, seconded by Banaszak, to approve the vouchers and issue the checks. Carried.

Communications: Letter from Iron County Zoning office about the March 30th Coleman Engineering presentation on Brownfield and PECFA grants at 10:30 am in the County Boardroom. Letter from the Charter Township of Ironwood Parks and Recreation Committee asking for a letter of support for their grant application for funds for the development of the Airport Recreation Park. The Hurley School District sent an invitation to the Service-Learning Open House for April 22 at 5:00 at the Hurley School Commons. The 2009 Annual Town Meeting was held at the Community Center. This year the Annual meeting will be held in the Town Hall and notices will be placed in the Miner.

Treasurer’s Report – Brandt presented the Treasurer’s report. The General Account has a balance of $82,112.95. Total of all funds is $1,722,607.03.
Motion made by Banaszak, seconded by Sendra, to approve the Treasurer’s report. Carried.

Board Reports: Chair/Garage reports: The crew has been cleaning up around town. All the patch has been used and more is being prepared. Bruce Brunell donated a trailer to the town which will be used to haul the wobble wheel. Several culverts needed to be thawed. The pressure washer is not working properly and due to its age we may be looking to purchase a new propane washer. Kichak will look at a $52,000 2004 tri-axle truck in MI for possible purchase by the town. The crew will be cutting trees across from the Town Hall and doing yard clean-up as weather permits. Lambert informed him that the ATV sign is down at West Echo Lake Road & Highway 51. He asked if the county is closing the trails. Kichak said he has asked the county to keep sections of them open for the ATVs. Lambert also suggested the crew post the boating/PWC ordinance at the boat landings. Now that Moricoli Road has been abandoned, the town needs to do the same with Park Road and Lake Road off Roebels Park Road. Kichak stated that people are sometimes driving around the road closed barricades on several of the posted roads. The town needs to look into placing gates on these roads.

Supervisors: Stenberg – there has been interest in a lot in the Business Park but the business would not create jobs. He also had inquiries from a person with a refinishing business. The prototype Biofuel plant has had an Australian company look at leasing the building once the main plant is constructed. The front door to the Community Center needs work again. The board needs to look at replacing the leaking water heater in the Community Center.

Banaszak – she and Sendra attended the meeting held yesterday at 3:00 pm at the Community Center on the zoning consistency project. Northwest Regional Planning discussed what they would be doing in the future. Another meeting will be held on April 26th. Banaszak will be attending the Fire Fighters Grant writing workshop.

Sendra – the Library is still having problems with ADT but the board has three years to go on the 5-year lease. Stenberg explained that every small fluctuation in power sets it off the system. In this area that can happen fairly often.

For Consideration and Approval: a) Temporary Beer permit for Mercer Public Library for the “Celebrate the Next Chapter” fundraiser to be held at the Mercer Community Center on April 17th 2010.
Motion made by Sendra, seconded by Banaszak, to approve the Temporary Beer permit for the Mercer Public Library. Carried.
