Mercer Town Board of Supervisors – January 21st 2010 – Minutes

Chairman Jim Kichak called the meeting of the Mercer Town Board of Supervisors to order on Thursday the 21st of January 2010 at 6:30 pm in the Haines Civic Building.

Roll Call: Jim Kichak, Jim Lambert, Jeff Stenberg, Bonnie Banaszak, Toni Sendra, Christan Brandt, Atty Schellgell, and Opal Roberts.

Motion made by Sendra, seconded by Banaszak, to approve the minutes from the January 7th 2010 town board meeting. Carrried.

Open comment: Dianne Keefe suggested the town board appoint a supervisor to be in charge of checking on town ordinance violations. The board thought this wasn’t necessary because various County departments can enforce our ordinances.
Betty Snyder asked for permission to have the Run for Vets on the 4th of July. The board gave their approval.

New Business: a) Discuss/approve US Highway 51 Project sidewalk vs pathway.
Under consideration was whether or not to have a 10’ wide path from Lakeview Avenue south to Harper (Clinic) Street on the east side of Hwy 51. CWE engineer, Jay Knoke, and DOT engineer, Stephanie Christensen, had discussed this proposal and said it could be done if the highway was narrowed in the areas where the state right-of-way would not be wide enough to accommodate the 10’ wide path. Or, as suggested by Knoke and Doug Chidley, the 10’ wide path could end at Harper and continue with the regular sidewalk. The multi-use path would run down Harper to Margaret Street then back to Lakeview Avenue and Railroad Street to connect with County J and then continue north along Highway 51.
Motion made by Stenberg, seconded by Sendra, for the 10’ wide multi-use path to end at Harper Street and continue on with the regular sidewalk from Harper Street to Lakeview Avenue. The multi-use path would be routed to either Margaret Street or across US 51 to Veteran’s Memorial Parkway and then north. Carried.

b) Discuss/Adopt Resolution for County to implement UDC (2010-01).
The state will no longer contract with Rick Clem to do the state building inspections. The Town of Mercer does not intend to contract for a Uniform Dwelling Code inspector. By adopting this resolution the town agrees to the proposal to have a County UDC inspector. There was discussion by the board about the proposed County UDC Ordinance and it was decided to hold a public hearing about the UDC ordinance before adopting the resolution. The public hearing will be published and posted for February 8th at 6:00 pm.
Motion made Stenberg, seconded by Lambert, to postpone adoption of this Resolution until the February 18th board meeting to allow time for a public hearing. Carried.

c) Discuss possible sale of Business Park lot. Potential buyer was not present so this was not discussed.

Officer Reports: Clerk’s Report - Roberts presented the receipts list, vouchers, and January budget report.
Motion made by Lambert, seconded by Banaszak, to approve the vouchers and issue the checks. Carried.

Communications: A resident suggested the alley between the Wampum Shop and Century 21 building be made one-way since it is too narrow for two-way traffic. The board discussed this and concluded that this would pose a problem for traffic that uses this ally.
An email about the implications of Wisconsin’s proposed Electronics Recycling Bill. An email from Continental Computer Recycling sent an updated list of recyclable items.
Letter from Senator Jauch congratulating Iron County on the governor’s proclamation designating the county as the “Snow Capital of Wisconsin”.

Treasurer’s Report – Brandt presented the Treasurer’s report. The General Account has a balance of $95,697.09. Total of all funds is $2,239,126.91.
Motion made by Stenberg, seconded by Lambert, to approve the Treasurer’s report. Carried.
An owner of rental property had sent a letter asking the amount he would be permitted to leave out for Room Tax purposes on paddle boats, canoes and row boats included with the cabin. The board stated that this should be discussed by the Tourist Commission before the board makes its decision. The Treasurer is to set up a meeting of the Commission for this purpose.

Board Reports: Chair/Garage reports: The crew is winging the sides of the roads. Kichak had gone out to Flambeau Dam Road with one of the snowmobile trail bosses to check on the situation reported by Mr Schmitt during the last board meeting. The groomer has not been working that section of the route. There was discussion between several board members and Mr Schmitt about the snowmobiles crossing the end of the road easement to his property. Schmitt has called the Sheriff’s office about this. Sendra had consulted a person who does grooming and asked him to check on the Flambeau Dam Road complaint by Schmitt. She was told by this person that the route and the grooming is being done properly. If some snowmobilers are running across the end of his driveway, there is no way the town can keep them from doing this. We have used about half the salt/sand mix so far this winter. He will be looking at a tri-axle truck to purchase later this spring.

Supervisors: Stenberg – he suggested the board spend more time discussing some of the issues that come before the board before voting on them such as the UDC resolution.

Lambert – 18 people signed up for the 1st Responder classes held here in Mercer. There are people attending who are from other townships so we should have very good coverage over the whole township and surrounding areas.

Banaszak – none

Sendra – Carolee Russell has met with the Sanitary District and signed an agreement with them to help find additional grants for their Hwy 51 costs, as she did for the town. Russell suggested a survey of town income levels which would help with grant applications. Banaszak stated that this is an expensive and time-consuming project. Sendra had also asked Russell if she could help with grants for the library expansion project.

For Consideration and Approval: a) Operators licenses for Angela Watts and Breanna Fink.
Motion made by Lambert, seconded by Banaszak, to approve the Operator license applications for Angela Watts and Breanna Fink. Carried.
