Mercer Town Board of Supervisors – February 19th 2009 – Minutes
In the absence of Chairman Jim Kichak, Supervisor Jim Lambert called the meeting of the Mercer Town Board of Supervisors to order on Thursday the 19th of February 2009 at 6:30 pm in the Haines Civic Building.
Roll Call: Jim Lambert, Jeff Stenberg, Bonnie Banaszak, Toni Sendra, Opal Roberts, and Christan Manners/Brandt. Absent were Jim Kichak and Atty Schellgell.
Motion made by Banaszak, seconded by Sendra, to approve the minutes from the February 5th 2009 board meeting. Carried.
Open comment: Tom Teague, a resident on Little Pike Lake Road, thanked Lambert for having the garage crew wing back the snow banks to provide a route at the side of the town roads that the snowmobilers can use when the roads are not snow covered enough to allow safe snowmobile operation. Teague’s guests were impressed by the town’s efforts to be considerate of snowmobilers and will take this information back to their communities.
Kathy Tutt of Remax Realty asked permission to speak on agenda item 6 (b).
New Business: a) Conditional Use permit for 36x48 building (on Sopko Rd) owned by Dale & Colette Anderson.
After discussion as to the problems the town is having with property owners building garages, then using them to live in on their trips to Mercer, it was decided to ask the owners for a blueprint or drawing of the proposed accessory building. Lambert explained that at the County Zoning meeting held recently, the Zoning board voted to consider as a residence all garage or accessory building permits that include a sanitary permit and, as a residence, will require a state building inspection. Stenberg stated that he is opposed to any plan that would require a state building inspection of any garages (without sanitary systems) or home additions.
Motion made by Banaszak, seconded by Sendra, to postpone this item until the board receives a drawing or blueprint of the proposed building. Carried.
b) Sign permit for Coldwell Banker (44”x 96” on south side of building).
The Planning Commission had reviewed the sign application and approved the permit. Kathy Tutt stated she had wanted to apply for a projecting sign when she moved to the present building but was told by Kichak that he did not want a projecting sign on that building. There was discussion as to amending the sign ordinance to specifically state whether projection (or arm) signs will or will not be permitted.
Motion made by Stenberg, seconded by Banaszak, to approve the sign permit for Coldwell Banker for the 44” x 96” sign on the side of the Realty building at 5226N US Highway 51. Carried.
c) Discuss progress of work being done by Ayres on Storm Sewer/Highway project.
Banaszak asked permission to send a letter to Mike Stoffel of Ayres requesting he have the three grant applications ready for the Town board to review no later than March 18th 2009. If no reply as to whether or not Stoffel can accomplish this is received by February 27th 2009.She also asked for permission to contact the president of Ayres about the matter. The board agreed to both requests.
Old Business: a) Discuss water heater for ambulance barn.
Adam Kussard, representing Mercer Ambulance, had not received any other quote on a water heater for the ambulance barn. It was discussed as to whether to purchase a standard or a tankless system. Tankless system are more expensive initially but will save on fuel use and have a longer warranty. It was decided by the board to place an ad in the paper asking for bids for a tankless system for the ambulance barn.

Officer Reports: Clerk’s Report - Roberts presented the receipts list, the vouchers and the budget report. Included in the vouchers are the payments from the tax collection to the various taxing authorities in the amount of $1,396,567.81.
Motion made by Sendra, seconded by Banaszak, to approve the vouchers and issue the checks. Carried.
Communications: The State Elections Board inspector was at the town hall polling place (meeting room) to check for accessibility for voters with disabilities. He suggested to the clerk that a table be made available for voters in wheel chairs with some sort of privacy screen on each side, and that a lever type entry doorknob be installed in place of the present round knob.
The Community Center is short of chairs for the number of tables available. This has been a complaint from several parties when they rented the Community Center. About 40 chairs are needed. One supplier quoted a price of $925.70 for 40 chairs. The board asked the clerk to place this on the next agenda.
Greg Roberts had looked at the Community Center doors and determined the problem is in one of the hinges and the latch/locking mechanisms need to be lubricated on a regular basis. Stenberg gave the go-ahead for the work by Roberts on the doors.
The Clerks office had received letters from Representative Dave Obey and Senator Herb Kohl regarding the town’s request for help in getting the post office moved to the old clinic building.
A copy of a letter from Gerry Werra to Neal Dodd, the developer of Dodd Properties, about the paving of the roads in that subdivision.
Treasurer’s Report – Manners/Brandt presented the Treasurer’s report. The General Account has a balance of $1,761,578.36. Tax Collection balance is $706,374.74. Total of all funds is $2,895,931.54.
Motion made by Stenberg, seconded by Sendra, to approve the Treasurer’s report. Carried.

Supervisors: Stenberg – none.
Banaszak – The stimulus list the Planning Commission had drawn up is useless. The money will go the largest cities in the southern part of the state.
A Tri-Community Bike Path meeting is scheduled for February 26th at 6:30 pm at the Manitowish Waters Community Building.
Karen Graf, of Senator Feingold’s office, has scheduled a photo op with the Mercer Fire Department regarding the FEMA grant for March 4th.
Sendra – The library and school are working on a grant for a summer reading program and a project to make available, at the library, the computer files of the students for school projects they would like to work on during after school hours. The library received a donation of $954.23 and the Friends donated $450 as a match for the Books for Children program.
Karl Anderson, of Action Floors, will is planning a trip to Washington DC in March. While there, he will discuss the donation of the basketball court flooring by Action Floors if this project is approved.
Sanitary District is looking for grants to cover the costs of moving the sewer and water lines along Highway 51 during the reconstruction project. They still owe $293,000 to the Clean Water Fund for a previous loan. Commercial water and sewer use had dropped 33% since 2005.
Lambert: The garage crew is having no problems at this time.
For Consideration and Approval: a) Temporary Beer Permit.
Motion made by Stenberg, seconded by Banaszak, to approve the Temporary Beer Permit for St. Isaac Jogues Church on March 7th 2009 at the Parish Hall. Carried.
