Mercer Town Board of Supervisors – December 16th 2010 – Minutes

Chairman Kichak called the meeting of the Town of Mercer Board of Supervisors to order Thursday December 16th
2010 at 6:30 pm in the Haines Civic Building (Town Hall).

Roll Call: Jim Kichak, Jim Lambert, Jeff Stenberg, Bonnie Banaszak, Charles Schroepfer, Christan Brandt, Opal Roberts and Atty schellgell.

Motion made by Banaszak, seconded by Stenberg, to approve the minutes from the December 2nd Town Board meeting. Carried.

Open comment: none

New Business: a) Discuss parking during Highway 51 Project
Banaszak explained that local businesses are looking for customer parking options during the highway/storm sewer construction. The west side businesses have limited parking options. Lambert stated that the church parking lot and the Kessenich garage area could be used with permission from the owners. The area on the north side of the BP station adjoining Richardson Street is a possibility. Banaszak asked about the lawn north of the Town Hall. Kichak said he has no problem with using that area. Kathy Tutt suggested the Hometown Village parking lot. Ouimette said that marking Lakeview Avenue west of Hwy 51 for diagonal and parallel parking would create several more spaces.

b) Re-Appoint two Library Board Trustees
The terms of Valarie Anderson and Gary Bogenschneider will expire in January 2011. Both re-appointments are supported by the Mercer Library Board.
Motion made by Schroepfer, seconded by Lambert, to re-appoint Valerie Anderson and Gary Bogenschneider to the Library Board of Trustees. Carried.

c) Discuss/Approve Fire Station Repair
Mitch Koski, representing Nasi Construction, submitted a proposal for the repair to the fire station building in the amount of $9,131. If the existing door and frame can be reused $2,020 would be deducted from this amount. Koski assured Kichak that there would be no obstruction to the fire station overhead doors during the project.
Motion made by Stenberg, seconded by Banaszak, to accept the proposal from Nasi Construction for the repair to the fires station building. Carried.

Highway 51 Project report:
CWE re-submitted the EPA grant application since the previous one submitted by Ayers several years ago was outdated. The town needed proof that gasoline was sold at the contamination site on Railroad Street. The Laceks finally found an old ad brochure listing the station and an old business directory listing the names of the owners. This was enough documentation to apply for PECFA funds for the site clean up. They are working to have the banners totally donated. The DOT said we cannot purchase Christmas decorations from the grant funding. Senator Jauch called and said we could possibly get $435,000 from CDBG. The DOT would like a business meeting with the Chamber and businesses on either January 11th or 19th.

Old Business: none

Legal: Several bankruptcy notices have been sent to the office. These do not concern the town unless personal property tax is involved.

Officer Reports: Clerk’s Report - Roberts presented the receipts list, vouchers and budget report.
Motion made by Lambert, seconded by Schroepfer, to approve the vouchers and issue the checks. Carried.

The town received checks for a total of $678.33 for the class action settlement from CenturyTel. An update on the Sanitary District sewer and water conflicts with the Hwy 51 project was given to the board.

Treasurer’s Report – Brandt presented the Treasurer’s report. The General Account has a balance of $109,973.74. Total of all funds is $1,596,118.59. She asked if there was any objection to moving the Treasurer’s office to the middle office. The board had none. For this tax season she is working out of the workroom by the Clerk’s office where it is much warmer. The two outside walls and windows make her office uncomfortable to work in.
Motion made by Banaszak, seconded by Lambert, to approve the Treasurer’s report. Carried.

Board Reports: Chair/Garage reports: Fink Forest Products has almost everything chipped at the Hadley pit and will be working on the 24 sections pit next week. Several stop signs are down but are the responsibility of the county. The crew is trying to take their remaining vacation. Kichak called in Mark Dierbeck for some of the downtown plowing. Will do some motor work in the spring. Stenberg reported that businesses are pleased with the snow cleanup in the downtown area so far this season.

Supervisors: Schroepfer – The new heater has been installed in the old garage on County J. Blown insulation needs to be placed in the garage ceiling to save on heating costs.

Banaszak – reminder of the meeting with the DOT in Rhinelander on the 11th of January from 9:00 to noon.

Lambert – He attended the Sherman Town board meeting about the transfer of students to the Mercer School. This was mainly to discuss the details of the procedure.

Stenberg – the DNR will help with the relocation of the fishing pier on Mercer Lake.

Motion made by Schroepfer, seconded by Banaszak, to approve the liquor license for SJC Fuel dba Mercer BP/Amoco at 5247N US Highway 51 owned Jeffery VanDeLaarschot. Lambert abstained. Carried.
