Mercer Town Board of Supervisors – April 2nd 2009 – Minutes
Chairman Jim Kichak called the meeting of the Mercer Town Board of Supervisors to order on Thursday the 2nd of April 2009 at 6:30 pm in the Haines Civic Building.
Roll Call: Jim Kichak, Jim Lambert, Jeff Stenberg, Bonnie Banaszak, Toni Sendra, Opal Roberts, and Christan Manners/Brandt. Absent, Atty Schellgell.
Motion made by Sendra, seconded by Banaszak, to approve the minutes from the March 19th 2009 board meeting. Carried.
Open comment: none.
New Business: a) Storm Sewer report by Mike Stoffel of Ayres Engineering.
The meeting with Ayres Engineering has been reset for Tuesday, April 7th 9:00 am at the Community Center.
b) Discuss/approve Targeted Runoff Management resolution(s).
This will also be discussed and/or approved at the April 7th meeting.
Motion made by Banaszak, seconded by Stenberg, to postpone the Storm Sewer report and the TRM resolutions until the Tuesday April 7th 9:00 am board meeting. Carried.
c) Discuss construction of salt shed.
The board discussed the need for the salt shed but were not sure the present garage site on Highway 51 would be the permanent location. Kichak will contact Angelo Lupino about using pre-cast, instead of poured concrete, for the walls. Pre-cast concrete could be moved if, in the future, the board decided to relocate the salt shed. Stenberg will check into prices for pre-cast concrete if purchased by the town. Kichak will talk to Atty Schellgell about the concrete contract with Lupino.
Motion made by Sendra, seconded by Lambert, to postpone the salt shed issue until the next regular board meeting. Carried.
d) Discuss opening date of Hadley Brush Pit.
The gravel roads are not drying out due to temperatures not being warm enough and the recent snowfall. Hadley Road is blocked to traffic until the roadbed firms up. At present, it looks like the brush pit will not be opened until the first Saturday in May. An ad for an attendant will need to be placed in the paper.
Old Business: a) Discuss/Approve amendment to Sign Ordinance.
Atty Schellgell had not sent any documents for the amendment to the sign ordinance to the clerk.
Motion made by Stenberg, seconded by Banaszak to postpone this item until the next regular board meeting. Carried.
Legal: none.
Officer Reports: Clerk’s Report - Roberts presented the receipts list and the vouchers.
The bill for the replacement of two ballasts at the library came to over $600. The electrician suggested the library change to hanging fluorescent lights. They will produce more light and probably cost less than the replacement of the remaining two ballasts. The library lights will be placed on the next meeting agenda.
Motion made by Lambert, seconded by Stenberg, to approve the vouchers and issue the checks. Carried.
Communications: Copy of the letter the Iron County Zoning Administrator, Tom Bergman, will send to South Side Auto about the construction of the fence to conceal the junkyard. Invitation from UW-Extension about the next meeting of the Next Generation group. Invitation to attend a seminar on “Our Changing Economy” to be held in Green Bay WI. A Thank You card from the daughter of Marlowe Linden for the board’s sympathy card and donation.
Treasurer’s Report – Manners/Brandt presented the Treasurer’s report. The General Account has a balance of $323,882.23. Total of all funds is $1,459,073.33.
Motion made by Stenberg, seconded by Lambert, to approve the Treasurer’s report. Carried.
Board Reports: Chair/Garage reports: The developer of Turtle Rapids Subdivision had asked Kichak what needs to be done before the road in the subdivision would be approved by the board. Kichak told him the public boat landing would need to be paved due to the problem with the gravel being washed out during heavy rains. The garage crew is still cutting brush and trees. It has been too wet to patch potholes. Meverden will need to get into the pit as soon as possible this spring because we are almost out of gravel. This summer’s road work will begin on the outlying roads first and then move toward town. Flags and brackets will be ordered for the downtown utility poles for Memorial Day.
Supervisors: Stenberg – none.
Lambert – He had received a call from the union representative and the board needs to meet to discuss the change being asked for by the garage crew. A Closed Session will need to be placed on the next regular meeting agenda.
Banaszak – Doug Chidley, Will Andreson and Banaszak have finished work on the Targeted Runoff Management grant and that is ready to be submitted. She gave the board copies of the agreement between the town board and the Mercer Lake Association which had been signed in August of 2008. This agreement will be discussed at the April 7th meeting.
Sendra – she has given the report of the two lights out on Highway 51 and one by the County highway shop to Xcel Energy.
For Consideration and Approval: a) Temporary Beer Permit.
Temporary Beer permit for the Mercer Veterans Memorial Organization for May 16th 2009 at the Mercer Community Center.
Motion made by Lambert, seconded by Banaszak, to approve the Temporary Beer permit for the Mercer Veterans Memorial Organization. Carried.
b) Cemetery Deeds - Deed transfer from Theodore and Lorraine Nelson to Stephen W and Linda Nelson Family Trust.
Motion made by Banaszak, seconded by Sendra, to approve the cemetery deed transfer from Theodore & Lorraine Nelson to Stephen W & Linda Nelson Family Trust for Section 3, Block 19, Plot 2, Sites 2,3,6,7 & 8. Carried.
