Mercer Town Board of Supervisors – April 1st 2010 – Minutes
In the absence of Chairman Kichak, Supervisor Jim Lambert called the regular meeting of the Town of Mercer Board of Supervisors to order Thursday April 1st at 6:30 pm in the Haines Civic Building (Town Hall).
Roll Call: Jim Lambert, Jeff Stenberg, Bonnie Banaszak, Toni Sendra, Opal Roberts, Christan Brandt and Atty Schellgell. Absent: Jim Kichak.
Motion made by Banaszak, seconded by Sendra, to approve the minutes from the March 18th 2010 Town Board meeting. Carried.
Open comment: none
New Business: a) Discuss/Approve Town of Mercer/EMCS EPA Contract.
Atty Schellgell explained the revised proposal for the EPA US Highway 51 project work. The cost was brought down to $175,948, a reduction of approximately $50,000. One cost consideration was whether or not to have a plat for the real estate acquisitions (easements) we may need. If the town chooses not to have a plat it would save about $25,000. He didn’t feel the cost savings would justify working without a plat.
Motion made by Banaszak, seconded by Sendra, to approve the Town of Mercer/EMCS EPA contract. Carried.
Motion to deviate from agenda made by Stenberg, seconded by Banaszak. Carried.
Old Business: 7 a) Discuss Tourist amendment to Citation Enforcement Ordinance.
Lambert suggested to Atty Schellgell that the board table this. There are a number of ordinances in this list that need to be consolidated or amended to conform to the County ordinance. The board should have a separate meeting just to address the updating of the ordinances. The board agreed with this suggestion.
Motion made by Banaszak, seconded by Stenberg, to postpone this item until the next meeting when a date will be set for the separate meeting. Carried.
Motion made by Stenberg, seconded by Sendra to return to item 6 b). Carried.
6 b) Resolution to request grant funding through the Targeted Runoff Management Grant program.
Banaszak explained that this is another grant application for $150,000. Doug Chidley has been working gratis on this with CWE Engineering. This grant will assist the town with the sanitary district costs.
Motion made by Sendra, seconded by Banaszak, to approve the Resolution to request grant funding through the Targeted Runoff Management Grant program. Carried.
c) Discuss /Approve Conditional Use permit for a Health Spa at 5159N Thompson Trail owned by Julie Begalle.
Motion made by Stenberg, seconded by Sendra, to approve the Conditional Use permit for a Health Spa at 5159N Thompson Trail owned by Julie Begalle. Carried.
d) Discuss/Approve amendment to ATV Ordinance to add Margaret Lake Road, Rogers Lane, Little Pike Lake Road and Joes Shack Road.
Shirley Horn had discussed the addition of Margaret Lake Road to the ATV route system with the Clerk and asked this to be placed on the agenda. The Clerk read a letter from Tom & Denise Thompson who reside on Rogers Lane asking the board to approve the addition of Rogers Lane, Little Pike Lake Road and Joes Shack Road.
Motion made by Stenberg, seconded by Banaszak, to approve the addition of the above named roads to the ATV Ordinance. Carried.
e) Tourist Rooming House permits for:
i. 3456N Popko Circle West owned by Glen Rondebush.
The Clerk had made an error with the address number and this permit could not be voted on.
Motion made by Banaszak, Seconded by Sendra, to postpone this until the next meeting. Carried.
ii. 3335N Kein Road owned by Steven Piotrowski.
Motion made by Stenberg, seconded by Banaszak, to approve the Tourist Rooming House permit for Steven Piostrowski. Carried.
iii. 5311N Goettsche Road owned by Neil Bruns.
Motion made by Stenberg, seconded by Banaszak, to approve the Tourist Rooming House permit for Neil Bruns. Carried.
iv. 6142W Downey Road owned by Joe Aldworth.
Motion made by Sendra, seconded by Stenberg, to approve the Tourist Rooming House permit for Joe Aldworth. Carried.
v. 6148W & 6150W Downey Road owned by Mark Uebelher.
Motion made by Stenberg, seconded by Banaszak, to approve the Tourist Rooming House permit for Mark Uebelher. Carried.
vi. 4151N Pine Road owned by Daniel Ostrowski.
Motion made by Sendra, seconded by Banaszak, to approve the Tourist Rooming house permit for Daniel Ostrowski. Carried.
vii. 4155N Pine Road owned by Andrew Wolf.
Motion made by Sendra, seconded by Stenberg, to approve the Tourist Rooming House permit for Andrew Wolf. Carried.
viii. 4149N Pine Road owned by Robert Just.
Motion made by Stenberg, seconded by Banaszak, to approve the Tourist Rooming House permit for Robert Just. Carried.
Legal: none
Officer Reports: Clerk’s Report - Roberts presented the receipts list, and vouchers.
Motion made by Lambert, seconded by Stenberg, to approve the vouchers and issue the checks. Carried.
Communications: Two lighting proposals from Energy Solutions for new lighting at the town garage which could save the town $350 annually.
At the last meeting the clerk had submitted a letter asking for a letter of support for the Airport Recreation Park. The board had not made an official agreement to send this letter at that time. The board unanimously agreed to send a letter of support for the Airport Recreation Park.
Treasurer’s Report – Brandt presented the Treasurer’s report. The General Account has a balance of $54,601.15. Total of all funds is $1,594,317.29.
Motion made by Sendra, seconded by Stenberg, to approve the Treasurer’s report. Carried.
Board Reports: Chair/Garage reports: Lambert told the crew they could take Good Friday afternoon off. There are a number of questions as to when the Hadley Pit will be opened. If the town needs to haul some of the yard waste and wood chips out of the pit, it can be hauled to an area on his [Lambert’s] property. He will talk to Kichak on Monday about this.
Supervisors: Stenberg – Road limits need to be lifted as soon as possible. As he had mentioned at the last meeting, there is interest in a lot at the Business Park but it would not produce any immediate jobs. The board will need to decide on this.
Lambert – the DNR is doing some construction work on State House Circle and needed to have permission to haul in concrete on the short section of the town road to get to the site. He gave them permission to exceed the seasonal road weight limit. Is there any plans to repair the sidewalk at the Library. Someone who is knowledgeable about concrete needs to tell us what can be down about this problem.
Banaszak – She has been requesting letters of support for the TRM grant application from various entities and they are slowly coming in. She met with Carolee Russell from WISCAP about the Mercer projects.
Sendra – WISCAP will be contacting the Department of Commerce to get permission to do a survey of the income levels to determine if Mercer is eligible for application for several grants.
Dianne Keefe reminded the board that the Carow Park project needs to be completed so the town can apply for the remainder of the grant funds.

Motion made by Stenberg, seconded by Sendra, to adjourn the board meeting at 6:59 pm. Carried.
