Annual Town Meeting – April 13th 2010 – minutes

Chairman Jim Kichak called the Annual Town Meeting of the Electors to order at 6:30 pm in the Mercer Town Hall (Haines Building).

Present were: Chairman Kichak; Superviosrs Jim Lambert, Jeff Stenberg, and Toni Sendra; Treasurer Christan Manners/Brandt; Clerk Opal Roberts and Atty Fritz Schellgell. Also present were approximately 12 electors. Supervisor Bonnie Banaszak was absent.

The Clerk then read the minutes from the April 14th 2009 Annual Town Meeting.
Motion made by Jeff Nehring, seconded by Dianne Keefe, to approve the minutes as read. Carried.

Chairman Kichak gave the Financial Report for 2009. Beginning Balance was $2,259,770.96. Revenues were $5,177,946.79. Expenditures were $4,981,432.23. Ending Balance was $2,456,285.52.
Motion made by Lisa Heberling, seconded by Tina Brunell, to approve the 2009 Financial Report. Carried.

Chairman’s report: A 0.7 mile section on Fisher Lake Road East was paved. Scheels Road was rebuilt and paved for 0.1 mile. Beaver Lodge Circle was rebuilt and paved for 0.7 mile. Crystal Lake West, which had been rebuilt in 2008, was paved for 0.4 mile,. Long Road, Catherine Lake Road, and Gregie Road were rebuilt with chip sealing scheduled for 2010. Vic Ouimette asked about the time frame for the chip sealing. Kichak replied it would be done before August. Kathy Tutt asked about the work on Weber Road. Kichak said that road will also be chip sealed this year.

Gary Theisen thanked the board for their work as elected officials on behalf of the citizens of Mercer.
The county land that is being logged looks like a disaster area. On Roebels Park Road there is probably three to four million dollars of tax producing property and it is really an ugly area with the logging operation. Is there something the Town Board can do, with the support of the citizens, to require that the county keep a buffer zone of unlogged area so the cut over area would not be so visible? Kichak stated that this problem has been discussed several times. He is on the county Forestry Committee and the Town of Carey had made the same complaint. If the concerned citizens filed a petition with the County Forestry it might have some effect. Lambert asked if it would help if the town sent a letter in support of this request to the county. Kichak said the public should get involved first. Stenberg thought there was a buffer zone required years ago. Schroepfer explained that this had been tried but it was found that the wind would cause a number of blow downs in this narrow buffer strip of trees.
What is the status of the shelter at Carow Park? Stenberg said the remaining work will be finished in early summer.
The library Building Committee plans to ask the town to place $10,000 a year over the next three years into the budget for the expansion of the library. In applying for grants and other avenues of revenue we need to show a commitment from the town for the project.

Lisa Heberling asked if the meeting notices could be placed on the town web site. The Clerk explained that the regular meeting notices are on the web site but that she had forgotten to include the notice of the Annual Town Meeting.

John Sendra commended the board on pursuing the Tourist Rooming House applications.

Dianne Keefe asked if a letter had been sent to the Elections Board with the question about voting rights of businesses whose owners do not live in the Sanitary District. The Clerk said a letter had been sent and Elections Board reply was that they could do nothing to change this requirement.

Jeff Nehring commended the town on the clean up of snow around town this winter.

Motion made by Vic Ouimette, seconded by Pam Davies, setting the next Annual Town Meeting date as April 12th 2011 at 6:30 pm in the Mercer Town Hall. Carried.

Motion made by Lisa Heberling, seconded by Tina Brunell, to adjourn the 2010 Annual Town Meeting at 6:57 pm. Carried.
